Merchants Missions

i think is more need to have a mission withdraw for merchants if i send to my other domains, but not to another player domains. example:
player A city 1 send resourse to player A city 2 merchants mission need to be withdraw mission, but not withdraw missions for player B in city 1 he send gold to buy resourse from player C.
i think this need to change.
