My girlfriend has been gagged for using other language than English. She did, and that's ok! But:
The player she's been speaking however used offensive words in this conversation, so please take action now! Calling my country a "third world" one is a great offence for a country that is a member of EU, and its people! I find this as a form of a racism, and I want it punished! I think about consulting official organizations about this matter, and as I am a public officer I know how to do it, but please take action in this game!
I'm waiting for an answer!

First of all, is it really illegal to use other languages then english? I've seen some clan messages in an "russian style" language. Is that illegal to? And if I find an Dutch player, would it be illegal for me to talk to him/her in Dutch?

At your complaint... English isn't my native language, but Mal didn't write anything offencive. If it would be racist/offencive, he would have to write "I do not need to learn the language of YOUR third world COUNTRY". He just made an remark about third world country languages in general. And if you/your girlfriend asume he meanth the Bulgarian language, that's your "problem". To be clear, I am not trying to be offencive. But in court, this won't hold at all. Was the remark of Mal nice? No. Was it against the game rules? No. Is it 100% racist? No.

Another thing about 3rd world countries. In my PERSONAL oppinion, Bulgaria isn't an "first world country". And I don't know if it's an official first world country either. 3rd world country? Clearly not.

About 3rd world country languages... Let's look at african 3rd world countries. In lots of those countries, the french language is the official language. French is an big language in those 3rd world countries, while it all started in France. (in fact, we could call it rome, since it's origins come from the romans/latin language)

As said before, not trying to offend anyone. I myself am thinking about moving to an "second world country" in about 10-15 years, while I am living in an "first world country".
