Attacking tranfsered city after done ruin on the same locati

you cant attack tranfsered city twice after you done ruin on the same location before.
Today i have situation, player Leilik transfer city on coordinates where i done ruin 3 hours before as a result of i cant attack him second time. He had an advantage because of this he can attack me twice and i can attack him only one time. I thought it was some kind of cheat but not sorry.
PS. Maybe someone from technicians want to fix this problem for future e.g "should be like you can attack twice/24 city of somebody not coordinates of map "
