How do you train a Abandoned Merchant Guild?

There is a gold mine in my area that came available after the Mine Location Information mission. Enter the mine, the Abandoned Merchant Guild button is disabled.

After painful waiting to discover 'Outer Domains' in my science lab, I still can't train Abandoned Merchant Guild sine I thought the 'Outer Domains' science is required.

Your help is appreciatd since this is getting on my nerves.

Hello,

You need to seize a domain in order to upgrade and use the domain's Abandoned Merchant Guild. Use the "Domain Seizure" type of mission.
Or you can just rob resources from the domain ("Robbery" mission).
